Someone told me that the original definition of "in the leather" meant putts that were within the leather end, not the metal end of the putter.

The first definition is correct…. in other words, it’s the length of the shaft minus the grip…. that usually means within 2 feet, by the way.

Which damages the hole to some degree, What I really hate is those damn fools who think a putter is what you use when you need to get the ball OUT of the hole.

#1 is correct, but if your opponent uses a long putter or even a belly putter, I’d just concede the match and stay in the bar. Usually there is a reason they have gone to the longer putter, trust me, its not to get the gimmes given to you. Now, if I can just find that magic wand.
These putters usually have two leather grips, as one hand is held low. I just checked – my wife’s standard putter gives her about one more inch than my long putter of "within the leather".

Are you worried about the minute cost, or the fact that a gimme really isn’t? When I play in the Thrusday men’s league, it is standard to play within the leather. Most of the games are team events and are only nine holes so nothing is by USGA rules. They are fun, and very little money is on the line. Of course this is my situation. I am very glad you count all your stokes all the time. I use what ever rules are in effect the day that I play. Sort of like HOV restrictions, sometimes in effect, sometimes no.
So it isn’t you that is worried – it is whomever set up the rules. I would follow such rules as well – but only after expressing my dislike to the men’s league, as I paid for those shots and I need to practice them under pressure. But once stated, you really don’t have any choice in that environment.

Here’s all I could find on the web: "Nowhere is it written that to be happy within the Leather community, you MUST be ONLY a Top, Bottom, Dominant, Submissive or Switch for that matter. Though B/F and BDSM aren’t one and the same, for those who are of the B/F Essence, you should know there’s no rules stating Butch MUST = Top or Dominant, Femme MUST = Bottom or Submissive. Just as Top shouldn’t = Arrogant or Demeaning by nature, and Bottom does NOT = Doormat. I guess that means that you can putt with either hand, eh? And you can hold the club upside down or vice versa. Or something. Some of this golf stuff is a bit obscure.
