It was the official that was on the green at the time. I don’t know who it was. I heard the official say "You can use a towel if I say you can use a towel". Was it Robert Duval??

No. Such action is a breach of Rule 16-1a, which permits the player to touch his line of putt in removing loose impediments only with his hand or a club. Seems pretty clear to me. So how come, after Langer consulted with the Rules official, his caddie got to use a towel to brush the bird shit off of the line of his putt? Loose means "having relative freedom of movement." I wouldn’t consider most bird crap to be "loose." I had some on my car that took me a good 2 minutes to get off.

Seems to me the correct answer is, scoop up the bird shit with your putter and then have your caddy wipe it off the putter with his shirt tail, or towel if he prefers.
