Question:
Would it be illegal to have a rangefinder in your bag but not use it? If you have 15 clubs in your bag but don’t use one of them is it legal?
They’re covered by different Rules. Rule 4-4 says you can’t start a round with more than 14 clubs and that you are limited to those clubs thus selected. While there *are* provisions to declare an excess club out of play if a breach is discovered (read the Rule book and Decisions), you can’t legally *carry* 15 clubs, regardless of whether one is used or not. Rule 14-3 says a player shall not *use* any artificial device. So you could have one in your bag, as long as you don’t use it. Yes, if you don’t designate one of those clubs as being out of play before you start play. The Rules assume that if you don’t do that, then you have an advantage because you could choose to use any of the 15 and then after the fact just declare one that you hadn’t used as not to have been used. No, you can’t make a club go away by declaring it out of play. This is one of the more convoluted decisions in the Rules of Golf. It is not legal to start a tournament with 15 clubs in your bag, or anywhere at your disposal, even though one of them is "declared out of play." Decision 4-4c/1: Q. Before the start of a round, a player discovers that there are 15 clubs in his golf bag. He declares one of the clubs out of play, removes it from his bag, places it on the floor of his golf cart and begins the round. Is the player subject to penalty? A. Yes, for starting the round with more than 14 clubs. Rule 4-4c has to do with declaring an excess club out of play on discovery of a breach after a round has started. There is nothing in the Rules to permit carrying, during a round, an excess club declared out of play before the round.

Did anyone else see "what’s in the bag" w/Cink? He had all the normal crap, but when asked what was the strangest thing he carried, he said a compass. He showed it to the camera. He then made a comment wondering if it was legal. The announcer said he better not have it in the bag during a tournement because it would be illegal. Comments? Tom
Very weird. What’s next? Caddies with sextants and telescopes calculating exact minutes and seconds of latitude and meridian? shooting azimuths? fixing the polestar? consulting palm-sized computers linked up with geo-positioning satellites? — "Keep cool, but care."–TRP.

No. It’s the use of such a device that counts. If you have 15 clubs in your bag but don’t use one of them is it legal?

Yep, definitely illegal. Bruce RSG Roll Call: http://u1.netgate.net/~kirby34/rsg/newmanb.htm
